Chapel played Centralia College basketball in 1982 and 1984. His teams made it to the NWAACC Championship Finals. He made NWAACC All-Region Second Team, and was voted Best Rebounder. He earned his Associates in Arts Degree in General Studies from Centralia College and his bachelors in Criminal Justice from St. Martins University. He played basketball in 1984-1986 for the Saints and again was the top rebounder on the court. He played in the Pro-Am basketball league 1989-1990.Chapel has been with the Pierce County Juvenile Court system since 1990. He has extensive experience with troubled youth and has served on committees that produced Juvenile Court's Alternative Detention Programs. Over the past twenty-five years he has received recognition for his work ethic and for having used zero hours of sick leave.
